Для скачивания доступен архив со сценарием без статики. Для установки необходимо в основной версии перейти в папку ...\Earth nav data\+40+030 и заменить в ней файл "+43+039.dsf"

Проверьте наличие всех библиотек. Основная - русценари. Пришлите свой лог файл, я посмотрю из-за чего его нету
